OpenAI will run the agent loop for you, and it won't leave the US

The Agents API went into public beta on Thursday: the Codex harness behind one API call, with durable sessions, automatic compaction, subagents and nine sandbox partners, at no fee above tokens. Writing the loop was never the hard part. And the beta is US-only with no zero data retention, which settles it for most of Europe before the engineering argument starts.

OpenAI put GPT-6 Astra at Critical on its own cyber scale. The next day Google shipped Gemini 3.8 Flash Cyber behind a vetting programme that didn't exist the week before. Both explicitly name open-source maintainers as eligible. Both wrote eligibility as a control set that assumes you have an employer.
